All I know about this book (besides the name) is that Inquest Magazine called it a core rulebook for Cyberpunk 2020. (I never owned this item and played and ran Cyberpunk games just fine, so.)

I think the weirdest RPG name I've ever come across in my life was this one.
I played this game quite a few time when I was a teenager, and I have fond memories of my Space Marine-like character who was one of the dutiful executioners of the "Butcher of the Universe".
