The HERO System character creation system is entirely points-based with no random elements. It has seen 5 major revisions over the years. This entry is for the 5th revision of the HERO System rules. A stand-alone rule-book was released containing the rules for this system and it was used in several of the HERO Games RPG lineup (including Champions 5th Edition).
