Excision use a non-random conflict resolution system: each player has six skill cards representing their agent and chooses when to play them and how for the maximum effect; in order to get cards back that have been played though, they have to screw up and get distracted from the mission by personal concerns. This is fully intended for caampaign play, with a slowly revealed backstory about the groups the agents bring down.
