Rogue Swords of the Empire is a fairly generic fantasy RPG published in Space Gamer/Fantasy Gamer.
One of the defining characteristics of Rogue Swords of the Empire is that all of the player characters are humans with other races, like elves and dwarves, being treated as forces of nature in the Norse tradition.
Another interesting feature is a complicated and somewhat convoluted character class progression chart, often with multiple paths to a given class/level, including some lateral moves.
Because the entire rules set exists in about half of a single magazine issue, the focus is on the overarching concepts and not on how to resolve every possible eventuality, putting a lot of responsibility in the GM's hands.
