EDIT 2nd Edition released 2017 - after 10 years of playtesting!
The DUNE RULBUK arose from my desire to run a campaign in Frank Herbert's Known Universe. A game spanning the Imperium which happens to contain Arrakis, Dune, but not focused on that planet. I was entranced by the visual language of the David Lynch Movie, and the flavour text of Last Unicorn Games "Chronicles of the Imperium - ICON" Game System.
After an initial session (in the Summer of 2003) with the Last Unicorn Games System it was immediately obvious that the flavour text was wonderful but that the crunch, the rules, were unwieldy.
Our gaming group in Edinburgh had played many systems, but of the greatest familiarity, were the many incarnations if TSR/WotC's D20.
Frank Herbert's series examines individuals at the extremis of capabilities. In D20 these capabilities are represented as the classic STRENGTH, INTELLIGENCE & CHARISMATIC et cetera. D20 Modern takes is a step further making the classes STRONG, SMART and CHARISMATIC refer directly to these capabilities. So starting with a archetype of dashing SWORDMASTER, you could choose to multi-class with STRONG and CHARISMATIC.
From the Character Generation intro...
"Your character is a noted servant or member of a House Minor, who in turn offer fealty to one of the Great Houses of the Landsraad. You are a trained Sword Master, haughty Noble, enigmatic Bene Gesserit or predatory Assassin as described in the DUNE EXEMPLARS below, already accredited to serve in that capacity. You will then use the Tough, Fast, Determined Archetype classes to explore that character idea. You are Dune characters from the very start. "
Several other collaborators on the WotC D20 forums helped in the discussion, but the game was primarily honed through play.
