The commercial core book is comprised of three "books". This product is the first "book" offered as a free download (based on the game's 2nd Edition). The contents are the same as the commercial core product's first approximate third. This product includes complete character generation rules and complete action resolution rules. Note that books two and three were never made available for free though there were published as PDFs for purchase.
