The player group jointly creates their dystopia and Tyrant, using a few small random tables. The Tyrant is then played by the game master. The remaining players create Rebels, or characters. Characters have Skills and the game involves consistently wagering between opponents; the winner of an opposed situation gains the spoils of the wager. Rebels can gain experience points and then spend them to gain increased performance. The Tyrant may be overthrown slowly as the Rebels erode his power base; the rules provide a structure to accomplish this.
