Chris Wagner is a game contributor and magazine article author who is best known for creating the very popular wargame magazine Strategy & Tactics in 1966 while living in Japan and serving as a staff sergeant in the US Air Force. He intended the magazine to be competition for Avalon Hill's magazine The General. In 1969, he sold Strategy & Tactics to Jim Dunnigan for $1. Dunnigan then founded the popular wargame company Simulations Publications, Inc. (SPI) to publish the magazine. After Dunnigan and marketing manager Howie Barasch left SPI around the late 1970s, Wagner returned as a consultant.
