I thought this might be Resident Evil, but I guess I thought wrong.

Sounds like a convoluted description of a Star Wars movie, but as I have only seen the original three and that was 30 years ago, I have no idea which.

It is not Star Wars; nor is it science fiction of any kind.

It's because all all the hints except the last one were not really what the movie is about. It is hard to define what the movie actually is about, but it is definitely not about the facts which these hints refer to.

OK, here is one (which I think is easy):

Man defeats the Empire without using the Force.

I agree that it's hard to define the movie. There's really not much of a plot (or at least, the plot is not important). But there's also not very strong themes -- although the Dude is the protagonist, there is not really any opposition he struggles against; rather he meanders haplessly from scene to scene. That leaves defining the characters, which is what I eventually did.

I assume that you wouldn't do something like saying that about Return of the Jedi, (where I don't remember much Force being used against the Emperor, himself) but I guess it could theoretically still be Star Wars-related. Your clue could possibly be referring to the scientist who designed the flaw in the Death Star design, in Rogue One, although his daughter was the one responsible for the most dangerous part of the job.

If you're referring to some other Empire, then I'm not sure, as there have been several evil empires, in movies.
