A really hard time. It very easily turns into "oh, it's already 10pm now a we haven't started really playing. I guess we're not going to tonight."
I find it's worse the longer we've gone between sessions.

I'm a schedule person: SAT: Arrive at 11, Eat lunch at 1200, play 1300-1600, break for dinner prep, Dinner at 1700, play 1800-2100. SUN: Repeat

Yes, we will herd the players to the game table, and to the dinner table, and back. They are mostly family, so they are used to it. Even with my guest groups, it is fairly structured. Our opportunities to get together and game are too few to waste. We socialize at many other times, and we build in plenty of none game time.

It's usually random. Sometime we are waiting for everyone to show up. Sometimes we are shooting the shit for a bit. Sometimes, we are all there ready to go.

My group technically has a hard start time, but, because I frequently underestimate how long it will take me by myself to get dinner ready and because the other guys will often be a bit late, we typically have chit chat, binge watching and occasionally video games

Sat game, 1830hrs. I try hard to be into session with 10 minutes of that.

Chitchat always. I’ve even had sessions where the chitchat lasted so long we simply decided to postpone and keep on chitchatting.

It’s a social activity after all. If everyone rather wants to talk then play, then talking it is.

Might also depend on the frequency of play and how much effort people have to make to be there.

Chitchat, but from my brief time as a teacher, I inherited the practice of sitting silently in a deliberate manner - not judgmentally but distinctly - when it's past the start time. It allows the end of the current conversation, but at least one of my players will notice it and follow suit, and the rest will be paying attention within the next minute. They're there to play, so it's not like pulling teeth.

As a player, I imagine I'm way worse...student/teacher roles reversed, I suppose.

We always start out by having a meal together. When meal over, begin play.
Chit-chat at meal. Hardly any during game.

I can't even convince my group to show up at a fixed time, so having a hard start time would be impractical. We order food, shoot the shit, eat, and then settle down to game.

It is certainly not a wait until the chit-chat dies down situation. However, the start time is flexiblish. If the game starts at 7, then we get things ready at 7. We might wait for someone, make sure everyone is caught up, get dice out, etc. but once things like that are taken care of we start.

This. Though once we have everyone gathered, there are a number of cues that indicate the game is going to start:

1. Snacks are all opened
2. Everyone has their dice and character sheets out
3. I turn the recorder on
4. Somebody suggests we should start the game.

Once I get there I make a cuppa tea then we crack on.

For us it varies a little bit by gamemaster. One of our usual GMs really likes to chat and so it can be heard to get him going. The rest usually seem to try to start about 30 minutes after we meet and eat. So we typically meet at 7:30, eat, and start at 8:00.

There are, of course, times when that rule is broken even by the less chatty gamemasters.

It's typical that everyone shows up at roughly the same time. We chit chat. Eventually someone suggests ordering the pizza. We chit chat while we wait for the delivery. Then chit chat while we eat. Then more chit chat until someone remembers we're there to game.

And then chit chat will break out during the game.

I was lucky. Most of us were at school together. Plenty of time to chat during class, lunch, and spares. Game time was about gaming.

Yep, well put.

For many years, it was before and after session chat. About the only things that held up start are bad weather, multiple late players, or, during my college years, home invaders.
